xuaát nhaäp khaåu (XNK) naêm 1999 cuûa nöôùc ta daàn saùng leân trong boái caûnh khoù khaên cuûa cuoäc 
khuûng hoaûng KT khu vöïc. Moät trong nhöõng ñoäng löïc chính taïo neân nhöõng chuyeån bieán ñaùng 
ghi nhaän treân ñaây xuaát phaùt töø söï ñoåi môùi cô cheá, chính saùch XNK cuûa Nhaø nöoùc. Ñoù laø Nghò 
Ñònh 57/1998/CP veà khuyeán khích saûn xuaát haøng XK; môû roäng quyeàn XNK cuûa caùc doanh

nghieäp (DN) ; cheá ñoä khen thöôûng XNK; Chính saùch thöôûng haïn ngaïch deät may, chuû tröông 
môû roäng XK ñoái vôùi Laøo; thaønh laäp quyõ hoå trôï xuaát khaåu… 
Trong böùc tranh toång theå treân, hoaït ñoâng XNK tænh ta ñaõ coù nhöõng chuyeån bieán ñaùng möøng. 
Maëc duø möa luõ lieân tuïc laøm suùt giaûm kim ngaïch hôn 1,4 trieäu USD , song naêm qua kim ngaïch 
XNK cuûa tænh ta öôùc ñaït 43,26 trieäu U SD, taêng gaàn 8% so vôùi naêm 1998. Trong ñoù kim ngaïch 
XK ñaït gaàn 27,2 trieäu U SD, taêng 11,2%; kim ngaïch NK hôn 16 trieäu U SD, taêng 2,7%. Ngoaøi 
nhöõng saûn phaåm truyeàn thoáng, Coâng ty Thuûy saûn tænh vaø coâng ty XK Thuûy Saûn Soâng Höông 
ñaàu tö theâm thieát bò , naâng cao chaát löôïng saûn xuaát, taïo theâm maët haøng môùi vaø mmôû roäng thò 
tröôøng XK. Beân caïnh caùc thò tröôøng truyeàn thoáng nhö Nhaät, Ñaøi Loan… Caùc DN ñaõ môû theâm 
thò tröôøng taïi Myõ, Thaùi Lan, Laøo… Rieâng saûn löôïng XK haûi saûn ñoâng laïnh treân 996 taán vôùi giaù 
trò 1,35 trieäu U SD, taêng 36% so vôùi naêm 1998. Ñaëc bieät trong naêm qua saûn phaåm möïc khoâ loät 
da cuûa Coâng Ty Thuûy Saûn tænh ñöôïc taëng Huy Chöông Vaøng. 
Veà khoaùng saûn XK, nhöõng bieán ñoäng thò tröôøng laøm giaûm saûn löôïng XK cuûa quaëng Imenic, 
rieâng quaëng Zincon ñaït saûn löôïng hôn3143 taán, taêng 41,6% so vôùi naêm 1998. Chuû tröông 
khuyeán khích kinh doanh XNK cuûa Nhaø Nöôùc taïo ñoäng löïc vaø cô hoäi cho Coâng Ty Thöông 
Maïi Toång Hôïp tænh taêng nhanh kim ngaïch XNK baèng hoaït ñoäng haøng ñoåi haøng. Ngoaøi ra, naêm 
1999, vieäc saûn xuaát höông vaø boät höông xuaát khaåu cuûa Coâng Ty cuõng coù böôùc phaùt trieån môùi, 
ñaït giaû trò XK hôn 0,43 trieäu U SD, taêng 13,4% so vôùi naêm 1998. 
Do bieán ñoäïng cuûa thò tröôøng neân hoaït ñoäng cuûa Coâng Ty XNK tænh vaãn tieáp tuïc gaêp phaûi 
nhöõng khoù khaên. Naêm qua Coâng ty chæ ñaït kim ngaïch 11,8 trieäu U SD, ñaït 86,1% so vôùi keá 
hoaïch vaø giaûm 1,2 trieäu U SD so vôùi naêm 1998. Öu theá cuûa DN naøy laø saûn xuaát gia coâng haøng 
thuû coâng XK. Song naêm qua do aûnh höôûng cuûa khuûng hoaûng taøi chính khu vöïc neân caùc cô sôû 
laâm vaøo tình traïng khoù khaên, giaù trò XK cuõng nhö kim ngaïch NK saûn löôïng nguyeân lieäu haøng 
gia coâng giaûm gaàn 30% so vôùi naêm 1998. Ñaây laø nguyeân nhaân chuû yeáu laøm giaûm suùt kim 
ngaïch cuûa DN. Trong boái caûnh ñoù, coâng ty phaùt trieån vieäc thu mua XK haøng noâng saûn. Daëc 
bieät laø vieäc thu mua XK caùc saûn phaåm môùi nhö caø pheâ, tô taèm… beân caïnh caùc saûn phaåm khaùc 
nhö ôùt, muoái, laïc, toûi…Hoaït ñoäng treân ña õ naâng cao kim ngaïch XK naêm 1999 leân 7,5 trieäu U 
SD, taêng 0,8 trieäu U SD so vôùi naêm 1998.

EXPORT-IMPORT ACHIEVEMENTS AND PROSPECT 
With the export turnover of $11.4 million, increasing by 22% (10 times as much as that in 1998 
(2.4%)) and the improvement in the limitation of trade deficit, the export-import sector of our 
country is gradually enjoying favourable conditions despite the difficulties caused by the regional 
crisis. One of the motives for that remarkable change originated from the reforms in the economy 
mechanism as well as the State export-import policy including the 57/1998/CP Decree of 
encouraging the production of encouraging the production of export goods and broadening the 
export right for the businesses; the regulation for export and import reward; the policy of garment 
quota reward; the decision of expanding export to Laos; and the establishment of the export 
supporting fund. 
In the overall picture, our province‟s activities have had encouraging changes. Despite of the fact 
that continuous floods resulted in the reduction of the turnover by more than $1.4 million, the 
export-import turnover of our province last year was estimated to be $ 43.26 million, increasing 
by 8% in comparison with that in 1998. (export turnover was nearly $ 27.2 million, increasing by 
11.2%, import turnover $ 16 million , increasing by 2.7 %). Apart from the traditional products, 
the Provincial Sea Products Company and the Perfume River Sea-products Company and the 
Perfume River Sea-products exporting Company have invested for more equipment, created how 
to improve products and expand the export market. Along with traditional market such as Japan, 
Taiwan… many business enterprises have entered those of the markets in the USA, Thailand and 
Laos… In consideration only to the frozen sea-products, the yielding was over 996 tons, worth $ 
199835 million, increasing by over 36% in comparison with that in 1998. Particularly, the dried 
squid of the Sea Product Company was rewarded with Gold Medal last year. 
As far as mineral products are concerned, the market‟s fluctuation made the export of Irenic ore 
decrease. However, Zircon ore used over 3143 tons, increasing by 41.6% in comparison with that 
in 1998. The state encouragement policy for export-import business has created the impetus and 
opportunities for the province‟s General Commercial Company to boost up the export-import 
turnover of goods-for-goods activities (barter). Moreover, in 1999 the production of exporting 
joss stick and incense pulp did have a higher development, yielding over $ 0.43 million in the 
export value, increasing by 13,4% compared with that in 1998. 
The Export-import Company‟s operation is still facing difficulties due to the market‟s 
fluctuation. Last year the Company‟s turnover was only $ 11.8 million accounting for 86.1% of 
the target and decreasing $ 19982 million in comparison with that in 1998.The enterprise‟s 
supremacy is to produce handicraft goods for export. Many enterprises, however, had to undergo 
hardship as a result of the effect of regional financial crisis. The export value as well as the 
import turnover of the handicraft output decreased by nearly 30% in comparison with that in 
1998.This was the main factor leading to the fall of the enterprises‟ turnover. In this context, the 
Company turned to purchasing and exporting agricultural products, especially the new ones 
including coffee, silk… along with chili, salt, peanuts, garlic. That helped to make export 
turnover reach $ 7.5 million, 0.8 million higher than that in 1998.
